Guardian Life vs Penn Mutual

Two participating-whole-life mutuals sold through professionals; Guardian is larger with A++ from AM Best, Penn Mutual adds indexed universal life.

Verdict

Guardian Life and Penn Mutual are both policyholder-owned mutuals that build around participating whole life and sell through financial professionals, not online. Guardian is somewhat larger: it ranked #11 by 2024 individual life premiums ($4.29 billion, 2.75% share) and Penn Mutual #15 ($3.22 billion, 2.06%), according to NAIC data. Guardian's board allocated a record $1.7 billion in dividends for 2026 with a 6.25% dividend interest rate; Penn Mutual's approved a record $300 million award, paid on each policy's 2026 anniversary.

Ratings are the clearest difference. Guardian's AM Best A++ (Superior) was affirmed in September 2025 and its profile lists Moody's Aa1 and S&P AA+. Penn Mutual's profile lists AM Best A+ (Superior) from April 2026, S&P A+ (Strong), Moody's Aa3 and Fitch AA-. Both are high ratings, but Guardian's AM Best and S&P grades are a notch higher. In the J.D. Power 2026 individual life study Guardian ranked 4th of 23 (675 points) and Penn Mutual 13th (651).

Product mix also differs. Guardian lists term up to 30 years with a five-year no-exam conversion window, whole life, universal life and VUL, plus a large disability income line. Penn Mutual lists term, whole life, universal life, indexed universal life and VUL, including survivorship designs, and says convertible term can generally be upgraded without health questions. Penn Mutual policies are applied for through its ACE digital platform by an advisor; Guardian offers instant online term quotes but still sends you to a professional to buy.

Choose Guardian Life if

  • Customer satisfaction matters; it ranked noticeably higher in J.D. Power's 2026 study.

Choose Penn Mutual if

  • You want an indexed universal life policy from a mutual.
  • You want survivorship whole life or survivorship VUL for estate planning.
  • You want VUL with lower-fee investment options managed by Vanguard.
  • You want Moody's and Fitch ratings in the AA range along with a long AM Best track record (99 consecutive years of A or higher, per the company).
