Overview
Penn Mutual is one of the oldest U.S. life insurers and a mutual owned by its policyholders, with no stockholders. The Penn Mutual Life Insurance Company was founded in Philadelphia in 1847 and now runs its main administrative office in Conshohocken, Pennsylvania. Its group, which includes The Penn Insurance and Annuity Company (PIA), a New York subsidiary and Vantis Life, ranked #15 among U.S. life insurance groups by 2024 individual life direct premiums written, according to NAIC market share data, with $3.22 billion in premiums and a 2.06% share.
Penn Mutual sells only through financial professionals, a mix of its own affiliated distribution firm, 1847Financial, and independent advisors and brokers. It is known for participating whole life, survivorship policies for estate planning, and indexed and variable universal life. Its accumulation-focused products are aimed at people who want cash value growth as well as a death benefit.
Penn Mutual reported $5.2 billion of total revenue and $520 million of net income for 2025 on a GAAP basis, and $52.3 billion of total assets at the end of 2025. It is led by chairman, president and CEO David O'Malley.
History
Penn Mutual was founded, chartered and opened for business in Philadelphia in 1847. It paid its first death claim, $4,963.33, on October 20, 1848, and declared its first dividend, in the form of a scrip certificate, in 1849. It issued its first annuities in 1888, passed $100 million in assets in 1909 and reached $1 billion of life insurance in force in 1920.
In 1982 Penn Mutual introduced universal life insurance, which it says made it the first major East Coast mutual to do so. In 2016 it acquired Vantis Life Insurance Company, a Delaware-domiciled insurer established in 1942 and based in Windsor, Connecticut. In 2018 Penn Mutual launched its Accelerated Client Experience (ACE) digital application platform, refreshed in September 2025; the company says more than 90% of eligible life applications now go through it.
Penn Mutual has steadily widened its product line in recent years, adding Accumulation Indexed Universal Life in 2022, Protection Whole Life and Survivorship Protection Variable Universal Life in 2023, and Accumulation Variable Universal Life and Accumulation Whole Life in 2024. Its dividend award has grown from $30 million in 2011 to $300 million for 2026.
Life insurance products
Penn Mutual's companies sell traditional whole life, term life, fixed universal life, indexed universal life and variable universal life.
Term life. Penn Mutual's term policies provide a guaranteed death benefit for a set number of years at a premium that will not increase during the term. Convertible term policies can be upgraded to permanent coverage, generally without answering health questions; see converting term life to permanent: how the conversion option works.
Whole life. Whole life is Penn Mutual's core product, and policyholders are eligible for annual dividends. Protection Whole Life (2023) focuses on low-cost guaranteed coverage, with a death benefit guaranteed to age 121, fixed premiums and guaranteed cash value. Accumulation Whole Life (2024) targets cash value growth, with payment periods from five years to age 100 for short-pay and maximum-funded designs and 13 available riders, including an overloan protection rider and two paid-up additions riders explained riders.
Indexed universal life. Accumulation Indexed Universal Life offers six indexed accounts tied to the S&P 500, with protection against losing value when the index falls. Penn Mutual also sells a survivorship IUL.
Variable universal life. Variable universal life policies are issued by PIA and sold by prospectus. Accumulation VUL offers lower-fee investment options managed by Vanguard plus three indexed fixed accounts tied to the S&P 500. Survivorship Protection VUL covers two people, with a death benefit guaranteed to age 121 of the younger insured, and is designed for estate planning or for funding care for a family member with special needs (see survivorship (second-to-die) life insurance).
Other products
Penn Mutual sells variable, fixed, fixed indexed and immediate annuities. Vantis Life writes individual annuities. Hornor, Townsend & Kent offers brokerage and investment advisory services, and Penn Mutual Asset Management manages the group's investments.
Buying and service
You cannot buy a Penn Mutual policy directly online; the website connects you with a financial professional, who applies through the ACE digital platform. Existing policyholders can call the client services center at 800-523-0650, Monday through Friday from 8:30 a.m. to 6 p.m. Eastern, and term and whole life policyholders can pay premiums online. Premium payments by mail go to the Payment Processing Center, PO Box 7460, Philadelphia, PA 19101-7460; other service requests go to PO Box 178, Philadelphia, PA 19105. Vantis Life policyholders have their own service line, 866-826-8471.
Claims
Beneficiaries can start a claim by calling 800-523-0650 or by submitting the online "Initiate a claim" form with the insured's policy number. Claim documents go to The Penn Mutual Life Insurance Company, Death Claims Division, PO Box 178, Philadelphia, PA 19105, or by overnight mail to 1600 Malone Street, Millville, NJ 08332. For a Vantis Life policy, call 866-826-8471 (option 4) or email [email protected]; Vantis asks for a copy of a photo ID and the death certificate.
Ratings and reputation
In the J.D. Power 2026 U.S. Individual Life Insurance Study, released in October 2026, which measures customer satisfaction with buying and owning a policy, PennMutual ranked 13th of 23 brands with 651 points against a study average of 649 (it was 11th in 2025).
Penn Mutual's ratings page lists A+ (Superior) from AM Best, affirmed in April 2026; Aa3 (High Quality) from Moody's, affirmed in November 2025; A+ (Strong) from S&P, affirmed in December 2025; AA- from Fitch, affirmed in October 2025; and AA from Kroll Bond Rating Agency, affirmed in October 2025. Penn Mutual says it has held an AM Best rating of A or higher for 99 consecutive years, the longest record among mutual life insurers that AM Best rates.
For 2026, Penn Mutual's board of trustees approved a record $300 million policy dividend award to participating policyholders, paid on each policy's 2026 anniversary. Dividends are set annually and are not guaranteed. At the end of 2025, participating policies made up 81% of its insurance in force.
Who it suits
Penn Mutual suits people who want participating whole life, an accumulation-oriented IUL or VUL, or a survivorship policy for estate planning, and who are comfortable working with a financial professional. It suits less well people who want to buy term coverage online without an advisor, or who want the very highest AM Best or S&P ratings.
- Strengths: Policyholder-owned mutual since 1847 with a record $300 million dividend award for 2026; ratings that include Aa3 from Moody's and AA- from Fitch; a broad survivorship and accumulation product line; convertible term and a fast digital application process through advisors.
- Weaknesses: No direct-to-consumer sales; S&P and AM Best ratings (A+) are a notch below the top-rated mutuals; IUL and VUL values depend on index caps or market performance; Vantis Life policies are serviced separately from Penn Mutual's own.
