Overview
Kemper Life is the brand for the life and health insurers owned by Kemper Corporation, a Chicago-based insurance holding company best known for specialty auto insurance. Four companies issue the policies: United Insurance Company of America, The Reliable Life Insurance Company, Union National Life Insurance Company and Mutual Savings Life Insurance Company. Their home office is in Chesterfield, Missouri, in the St. Louis area. As the Kemper Corporation group, they ranked #62 among U.S. life insurance groups by 2024 individual life direct premiums written, according to NAIC market share data, with about $401.1 million in premiums and a 0.26% market share.
Kemper Life is a home service insurer. It sells small policies to low- and moderate-income families through career agents who are full-time Kemper employees. The agents visit customers at home to sell coverage, service policies and, typically, collect premiums monthly. According to Kemper's 2025 annual report on Form 10-K, the segment has nearly 2,200 career agents in 26 states and the District of Columbia. Its policies average about $30 a month in premium and a face amount of $6,513, far smaller than typical policies sold elsewhere. Kemper says the brand has more than 4.5 million policies in force. Texas (25% of segment premiums in 2025), Louisiana (16%), Mississippi (8%), Alabama (8%) and Florida (6%) are its largest states.
History
Kemper Corporation began as Unitrin, Inc., which conglomerate Teledyne spun off to shareholders in April 1990. United Insurance Company of America and Union National Life were among Unitrin's original life and health subsidiaries. Unitrin bought Kemper's personal lines business in 2002 and renamed itself Kemper Corporation on August 25, 2011, with the NYSE ticker KMPR.
Mutual Savings Life, a Decatur, Alabama, insurer serving modest-income customers in the Southeast, joined the group when Unitrin acquired its parent, Primesco, in 2008. The Reliable Life Insurance Company is now based in Chesterfield, Missouri.
Two recent changes matter to the life business. In 2022 Kemper formed Kemper Bermuda Ltd., an offshore reinsurance affiliate, and the life companies agreed to cede about 80% of their life business to it. AM Best said in August 2025 that this cession, together with a reserve review completed in late 2023, freed more than $600 million in dividends for the parent. The policies stay with the U.S. companies, which continue to service them; see Offshore reinsurance and Bermuda: why it matters to policyholders for how such arrangements work. Kemper also changed leadership: chief executive Joseph Lacher left in October 2025, general counsel C. Thomas Evans Jr. served as interim CEO, and former Horace Mann chief operating officer Stephen McAnena became president and CEO on June 1, 2026.
Life insurance products
Kemper's annual report describes its main product as individual life insurance: permanent coverage on a limited-pay or recurring-pay basis, term coverage and guaranteed issue coverage, mostly non-participating and guaranteed-cost. The products on its website are:
- Kemper Life Cornerstone Whole Life. Level premiums, lifetime coverage and cash value, aimed at burial and final costs. Optional benefits include waiver of premium, an accidental death benefit, coverage for other family members, additional term insurance, accelerated benefits on a terminal illness diagnosis and life stage options. A Cornerstone Gold version adds short-term coverage so that benefits can be spread over two years to replace income.
- Kemper Life Safeguard Term. Level-premium term for ages 18 to 70, with Safeguard 10, Safeguard 20 and Safeguard 65 (level to age 65). Safeguard 10 Plus and 20 Plus are riders on some Cornerstone whole life policies. Some term policies can be converted to whole life without a new medical exam.
- Kemper Life Legacy Graded Death Benefit. Permanent coverage with cash value for people who may not qualify for standard coverage. Full benefits begin after two years. A death from natural causes in the first two years typically pays a percentage of the benefit or a refund of premiums plus interest. See graded death benefits: why the first two years matter.
These are small policies meant mainly for funeral costs and final bills; see final expense insurance: what it covers and costs. Kemper notes that its customers lapse more often than other demographic groups. Its individual life lapse ratio, as Kemper defines it, was 5% in each of 2023 through 2025.
Other products
The same agents sell accident and supplemental health policies that pay cash after an accident or specified illness. They also sell fire and contents coverage for personal property, written by the life companies' affiliated fire companies. Kemper's specialty auto and other property and casualty brands are separate businesses.
Buying and service
You buy Kemper Life coverage through a local agent or district office. The website's Find an Agent tool locates the nearest office, and agents will come to your home. There is no online application. Kemper recommends contacting your agent or district office first for service. Its life customer service line is 800-777-8467, open 7 a.m. to 6 p.m. Central Time, Monday through Friday.
Home collection can help people who prefer to pay in cash or in person. It also makes coverage more expensive per dollar of benefit. Kemper's annual report says premiums are set to cover the relatively high cost of in-home servicing, so a Kemper policy can cost more than a similar-sized policy bought from a direct or independent-agent carrier.
Claims
A beneficiary starts a death claim through Kemper's online Complete a Death Claim form, which creates an electronic claimant statement and requires proof of identification. Claims generally need the claimant statement and a death certificate. More documents may be required if the policy is less than two years old, includes an accidental death benefit, or the insured was divorced. An adjuster reviews the file and writes to say what else is needed. Kemper says it sends an acknowledgment letter and then written updates about every three weeks.
Funeral homes and funding companies can verify benefits with form C-0042, by email or fax. Kemper says most benefit verifications are done within 24 hours. Proceeds go to the beneficiaries of record or, if the beneficiary directs, to a funeral home; see assigning life insurance to a funeral home. For questions on an existing claim, call 800-777-1195, 7 a.m. to 6 p.m. Central, Monday through Friday.
Ratings and reputation
On September 11, 2026, AM Best revised the outlook on the Kemper Life companies to negative from stable while affirming their A- (Excellent) financial strength rating and "a-" issuer credit ratings. The life outlook followed negative outlooks for Kemper and its property and casualty units, which AM Best tied to earnings deterioration in late 2025 and early 2026 from California auto insurance. In August 2025 AM Best had assessed Kemper Life's balance sheet as very strong and its operating performance as adequate. Kemper Life was not among the brands ranked in the J.D. Power 2026 U.S. Individual Life Insurance Study.
Who it suits
Kemper Life fits people who want a few thousand dollars of whole life or burial coverage, who value an agent who comes to the house, or who may not qualify for standard coverage and accept a two-year graded period. It is a weak fit for younger families needing large amounts of term coverage, since its policies are small and home-service pricing is relatively costly. Anyone who wants to compare prices online or buy directly will also need to look elsewhere.
- Strengths: In-home sales and service through employee agents; term, whole life and graded-benefit options for people with health issues; A- (Excellent) from AM Best; a long-established presence in Texas and the Gulf South.
- Weaknesses: Small face amounts and home-service pricing; no online quotes or applications; AM Best outlook turned negative in September 2026 because of the parent's auto results; most of the life business is reinsured to an offshore affiliate; leadership turnover at the parent in 2025–2026.
